1). Import Operation Procedure:
Before shipment at the port of loading, the ship-owning company or the agent shall apply the special container list (including size, container type, weight, etc.) to be imported for the dock planning and the dock planning confirm whether this kind of special container can be received and discharged according to actual conditions of the port. For overweight special containers, approval from the Technology Department and department leaders should be gained and the ship-owning company or agent side should deliver directly beside the ship. When the Planning Department agrees, the ship-owning company and agent should attach the import special container list (including size, container type, weight, etc.) when applying for a berth from the Planning Department and copy this list to the Planning Division; and the Planning Division should arrange the import special containers at the special stock dump for special containers. For overweigh containers that cannot be delivered directly beside the ship, they should be discharged on the forefront of the dock after gaining the approval of the department leaders and the Planning Department; for overweight import special containers that can be delivered directly beside the ship, the Planning Department informs trailers to wait in the dock ahead according to the loading and unloading schedule; for import special container needing steel wire ropes, the Planning Department should prepare steel wire ropes and other tools ahead when arranging unloading; meanwhile, the director or headman on duty should commend on site; after the import special containers are delivered, trailers ask for dispatch task in the Billing Division with a bill of lading sealed by the customs and the Planning Department arranges machinery to conduct hoisting work reasonably according to the dispatch list sealed by the Billing Division; meanwhile, the director or headman on duty should command on site; owner of the overweight import special containers (or trailers) should finish the dispatch procedure before unloading.
2). Export Operation Procedure:
1. The ship-owning company or its agent should apply the special container list (including size, container type, weight, etc.) to be exported for the Planning Department; and the Planning Department confirms whether such special containers can be received and loaded according to the actual conditions of the port. For overweight containers, approval from the Technology Department and department leaders should be gained and the ship-owning company or agent is required to load containers beside the ship directly;
2. After the Planning Department agrees, the ship-owning company and agent should attach the export special container list (including size, container type, weight, etc.) when applying for a berth from the Planning Department and copy such a list to the Planning Division;
3. Before the export special containers enter the port, the trailers should inform the Planning Department and the Container Gate House. For super-high or extra-wide containers, the Container Gate House should lead the trailers to enter the port from 3# gate car channel; and notice the trailers to unload containers at the designated special container stock dump arranged by the Planning Division at the same time;
4. When the export special containers enter the port, the Container Gate House should check whether shackles are used in places where the goods binding tapes contact with the containers; for those export special containers that are not bound with shackles, the Container Gate House should require the trailers to re-bind them before entering the port;
5. For special containers loaded directly beside the ship, the trailer should arrive at the specified crane or dock and be on standby according to the time arranged by the Planning Department;
6. For overweight export special containers that cannot be loaded directly beside the ship, the Container Gate House should notice the trailer to unload containers at the dock after gaining the approval of the department leaders and the Planning Department;
7. For export special containers needing steel wire ropes, the Planning Department should prepare steel wire ropes and other tools ahead when arranging unloading; meanwhile, the director or headman on duty should commend on site;
8. For export special containers, the ship-owning company or its agent should make additional remarks in the preparatory list provided to the Planning Division;
9. The Planning Division notices the chief officer that the line has export special containers when confirming stowage, and should supply the export special container list to the chief officer if the ship needs.
